You don't meet up with her fairly early in the game. I've already met four companions, none of whom are Tali. I've heard rumors concerning the Flotilla's present whereabouts, but they haven't appeared on the Galactic Map.

One of my friends is about eight hours in (he plays slow though) and he says he has not met Tali yet.

Oh thats a shame. I guess they sort of did that in the second game, and the Quarian/Geth conflict was built up in the second game so would be one of the last resolutions.

BTW I also have a femshep, do you run into Liara and Garrus fairly early in the game?

Liara joins you very early on.
Garrus is the next one to join, if you stick to the main quest it's very soon thereafter, but a few exploration options and sidequests appear before Garrus joins (I think), so if you're an explorer, it'll take a bit longer to unlock Garrus.




As far as I know, all of the characters are unlocked by following the Main Quest. I've recruited all of the characters that were announced for the game; I haven't beaten the game so there may be a surprise/secret character further along. I don't have the DLC so I can't give details about that character. The order in which you meet them, sanitized of all story spoilers except planet names, party composition, and the order of your first few deployments, is as follows:

You recruit James Vega at the beginning, as you head towards Mars.
You also re-recruit Ashley/Kaidan as you head towards Mars, but they'll temporarily leave your party after the Mars deployment.
Liara joins very early on, on Mars, maybe an hour in.
Garrus joins not long thereafter, on Palaven's moon, which is your first major deployment after you get full control of the Normandy.
An old friend from ME2 joins you pretty soon after Garrus does, I think it's right after you leave Palaven's moon.
Now you'll go for a while with only those four.
Next, depending on your choices, Kaidan/Ashley may rejoin you permanently; this happens on the Citadel, after you've finished a lengthy deployment on Tuchanka.
Almost immediately after your opportunity to re-re-recruit Kaidan/Ashley, Alliance Command forwards you the location of the Quarian Flotilla. Find them and you've found Tali.

As far as I know, Tali is the last person to join your party.

She does say in ME2 that exile isn't permanent and that they might decide to bring her back if the need is pressing. Going to war/being attacked by Geth means you would probably need every body you can muster regardless of their crimes; it is pretty much make or break for the Quarians.
