OK,
I have come in a small horde of O&G River Trolls that were a Throgg army. They are painted neatly, and in appropriate coulours (some green, some red etc) . I want to make them a bit more Chaos-y by adding some extras-some pustules to the nurgly green ones, some Spawn bits for the Blue Tzeenchy ones etc. This will mainly involve small modifications. Apart from re touching, can I (from a practical, not aesthetic POV) get away with not stripping the models completely???

Yes, you can.
Next question.

Yep. I find rubbing alcohol (isopropyl - I use 70% concentration, since it was more readily available) works great for spot-stripping paint, though I don't know how well it would tackle various types of varnish.

You need to be careful not to mess it up and I agree with the above as you won't get as strong of a bond attaching to paint.

removes most varnish quite well, actually. Provided that they're not oil-based varnishes.

Plastic cements tend to remove paint as well as bond plastics (due to the solvent). A small drop and a wipe and paint on the gluing surface goes away.
Superglue can be scraped off (and should be - it really doesn't bond very well to old superglue anyway).
