I would personally go with the first list for 500 points, though I would switch the grenade launchers for flamers.

I once played 500 points with the following:

Lord Commissar with camo cloak and power weapon - 90

PCS x 4 flamer - 50
IS 1 with GL - 55
IS 2 with GL - 55

Veteran with 3 melta - 100

Griffon Heavy Mortar - 75
Hydra - 75

Total = 500

The CCS in both lists seems really bloated. On top of that, you're giving the vets special weapons that really aren't optimized (or useful in the case of grenade launchers) for the unit at hand. We're you trying for a foot list later on down the road, or a mech list? Knowing that would allow some more detailed suggestions

Hmmmm, I think its in need of a re-write then!
I'm dubious about using vets instead of platoons really...
About the "bloated" CCS, the idea was to have a more specialised anti-tank/heavy infantry squad to give the anti-infantry vets abit more punch but it does seem a little ott.

People seem to not be too keen on the use of regimental standards, but when using the CCS to pad out infantry it seems pretty nifty to me.
