A chimera's hull is higher than a dreadnought's weapon, so i think the answer is no?

Of course not, the auto cannon is lower that the chimera's hull.
But another player said that since the dread has base contect with the chimera, it can totally ignor the chimera....

That is not an of course not. Depending upon weapon arms, articulation of the weapons, and height of the base it is completely plausible that the dreads weapons may be able to draw LoS over the full. My psyfleman dreads can draw LoS over a Rhino/Razorback hull. THe 4th place finisher at the BAO had psyfleman dreads on dynamic bases that allowed his AC arms to be articulated high enough to see over a Land Raider.

This. The rule of cool is often in effect at tournaments. If no one complains than it is usually overlooked. The worst part isn't the modelling it is the allowance in the brb for players to use articulation on the model to help draw LoS.
