So, in our local gaming club we had an argument.

If vehicle did not move this turn, what disembarking squad can do? In Pg. 67 its stated that if you disembark your units may shoot "counting as moving", does that mean you can't disembark -> move -> shoot pistols -> assault? Or "counting as moving" is a note for firing heavy/rapid fire weapons?

Count as moving for the purpose of firing weapons. If the vehcle is stationary you disembark, move, shoot / run, and assault (if able)

Withg out having the big rule book on me, I would think that if the Vehicle did not Move , then move, shoot assault would all be conducted normally. ( ie, the movement counts against Heavy and rapid fire). However, as I stated, I don't have the rules here, and as a Dark Eldar player ( assault everything , fast vehicles) and Gaurd Player( Assault nothing), I would definately bow to someone who has a stronger, factual arguement.

The rulebook is clear on this. If the vehicle didn't move yet, the unit can disembark (which counts as movement) and then conduct all the rest of its normal actions for that turn; move, shoot, and assault. Bear in mind that just the act of disembarking is a form of movement, so you won't be able to fire heavy weapons, or fire Rapid Fire weapons beyond 12", unless the unit has the Relentless rule.

Your unit lands within 2" of the access points. They may then proceed to behave normally, moving in the movement phase, shooting in the shooting phase, and assaulting in the assault phase. The only limitation to their behavior is that they may not fire heavy weapons that turn.

That's not quite accurate. They count as moving, so that impacts how Rapidfire weapons can shoot as well.
