According to a strict interpretation of the codex, it looks to me like the rule is counted separately from psychic abilities, but I've seen others on the internet who count it as one of Njal's two allotted psychic abilities per turn.

Okay, cool. Thanks for the clarification, guys. So then it's safe to say that in one turn, Njal can roll for his Lord of Tempests ability, plus use two psychic attacks during the shooting phase.

And since it's not a psychic ability, characters with psychic immunity (like Lady Malys) are still vulnerable to Lord of Tempests.

Additionally as it is not a psychic power, would that mean that it cannot draw line of sight from inside a vehicle? Which would mean that it wouldn't work at all if he was in a vehicle since units not in line of sight are unaffected?

No. A single model can only make one shooting attack per turn, unless it has a special rule to the contrary. So while he can use two psychic powers per turn, only one can be a psychic shooting attack.

Mann - not all psychic powers used during the shooting phase are PSA, just to clarify your statement - he could use two powers during the shooting phase, as long as at least one ISNT a PSA

Actually the 7+ chain lightning is a shooting attack (the tornado is not) and can be done out of a vehicle since you can draw los out of a vehicle to shoot.

Bagtagger: Where do you get that? It's not described as a shooting attack, and the SW Faq says Vengeful Tornado specifically is not one.

I believe Lord of the Tempest would still draw its area of effect from Njall regardless of him being in a vehicle or not, you just measure from the hull. It doesn't require LoS IIRC.

The rule specifies that only models in line of sight can be affected, its in the base rule not the specific roll table, so even the auras are included.

Oh, wow. Thanks for that correction. So in the span of one shooting phase, I can use one psychic shooting attack, but my second psychic power must be to nullify an enemy's psychic power, Tempest's Wrath, or Storm Caller.

You don't spend a psychic power to nullify your opponents. The stormcallers's staff just does it.

1. Using the staff to nullify a power isn't a power. So that doesn't use one up. Activating your Force Weapon to cause instant death DOES count as using a power, as specified in the rulebook.
2. A psker can use one power (two if upgraded, two always for Njal) per turn. Since it doesn't say "game turn", this means Player Turn. So you get your two powers on your turn AND two powers on your opponent's turn. Sadly, none of the SW powers can be used in your opponent's turn, so you don't get any use from this except with a FW.*

So you could use (for example) Tempest's Wrath and Living Lightning in your turn, AND in your opponent's turn still be able to activate his Force Weapon if he happened to be in assault with a multiwound enemy model at that point.

*:With Blood Angels, the Shield of Sanguinius power works almost exactly like Storm Caller, except it's cast at the beginning of the enemy shooting phase. So a basic BA Librarian can two (for example) a psychic shooting attack power, use it on his own turn and still be able to cast Shield in the opponent's turn.
