This list is based around scout moving up to the enemy line with vendettas, move forward 6" and pivot slightly, and abuse the 2" disembark to get my Meltas in range for double tap. After the two Vendettas scout up, my two Hell Hounds are able to flame anyone that I forced out of the tanks. After this, my Sanctioned Psykers in the back can Weaken Resolve who ever came out and reduce their leadership by 6. If I dont go first, I can scout move full 24 inches to gain cover saves, and scare people with the idea of "Oh no! His Vendettas has Meltas inside!"

Correct me if I'm wrong, but you can't embark the Vet squads into the Vendettas in the deployment? So you'd need to forgo scouting and embark them 1st turn, then flat out and get shot at first turn?
Without using IA8 and abusing Valkyries as dedicated transports, it's difficult to get a first turn drop in melta range.

It's not a dedicated transport, so units can't start the game in it.
A Chimera is bought as a dedicated transport for a Vet Squad, so the Vets can be deployed inside the Chimera during the deployment. Since the Valkyrie/Vendetta isn't a dedicated transport, a unit can't start the game inside it. Meaning if you want to use it as a transport, the unit has to embark during your first turn, and can't disembark until the next turn.

Actually yes you can start the game inside. My local gaming store tourney organizer has made it clear that squads may start out inside a vehicle as long as it is a transport.

You're wrong and I'm correcting you  the only reason a unit couldn't start inside a vehicle was if it was a dedicated transport of another squad. If its a FOC choice then you can drop whoever you want in it, so long as the squad/models fit. If you believe otherwise could you quote RAW with page? If so there area LOOOOT of lists on here that are malformed and many tournaments have been played wrong
As for the list I'd drop the hellhounds, unsquadron the Vendettas and add in a little Heavy Support fun and a vehicle for the Psychers.

Thank you all; apparently every single one of my friends is mistaken (even the ones who have played for longer than I've been alive). I looked it up in the rulebook and my deployment strategy is quite different now

That s a good call. I mght consider dropping the MM from those hulls though. I personally tried it out and found that the MM is just not reliable enough/I was wanted to target 2 differrent targets, infantry and vehicles. When it should only be focusing on hordes.
With a HHF, you can serious hurt hordes. I have taken out entire squads of genestealers with one hit from a hellhound. Its your call, I recommend trying out both and seeing which you like better.

While Hellhounds are a lot of fun, I don't know if they'd be your best bet. But trying both will show what you prefer and which can deal more death in your region!

I've had a guy pull this on my powerblobs. It only took one mortar shot, and he pinned my blob on the first turn of the game. Practically took them out of the entire game, and really screwed my strategy. I would either use them or hydras. Both are ridiculously cheap and you can spam the heck out of them, not to mention the really accurate support fire they'll pump out over the first few critical turns

What were your blobs made up of? I know some blobs like orks have the Mob special rule making them fearless and what not.
