An Inquisitor can join a Vindicare assasin as he is an IC (Inquisitor is IC).
The resulting unit of 2 models will have a majority toughness of 4 for wounding by shooting.
The resulting unit of 2 models will have the Stealth USR.
The resulting unit of 2 models will have the Stubborn USR.
The resulting unit of 2 models will not be able to Infiltrate.

This seems like a good way to get 2 ablative wounds for the Vindicare for 25pts and loss of Infiltration?

Yours rules logic is a little off. You can never join an IC to a unit that can ever only have 1 model in it....other examples would be like a trygon or greaterdaemon. It would be sweet if you could though.
