Subject: Apocalypse Second Edition - Forgeworld Question

So I got a question, a friend bought a Hell Blade for his CSM army and wanted to run it in a game of 40k. As I remember it that thing is a Flyer and has crazy flyer rules but now I see there's an apocalypse second edition that changes things a bit and some stuff in there are labeled apocalypse and others warhammer 40k
What do these labels mean? I tried to find an explanation for them, but couldn't find one anywhere. My friend claims that they allow someone to use the 40k labeled stuff in standard games, but is it allowed with permission only as usual? Or can we just field it normally? Is this allowed in tournaments as well?
Anyway I would very much like an explanation on this current forgeworld stuff since I am very lost with all the new IA and Apocalypse books mixing together, can't figure out what's legit and whats outdated anymore :(

The one's labeled Apocalypse are for apoc games only.
The one's labeled 40K are for standard 40k games. However, just like Cities of Death, Planet Strike, and other suppliments, it's still "with opponent's permission." We use them in our gaming group.
Tournaments are on an individual basis. Don't expect to be able to use them in a tournament. Ask the TO if he's allowing them.

The book says that it's a legal ruleset in the beginning, but as per usual it's better to ask permission. It's really a controversial topic, and has gotten into several heated debates.
As with Tournaments, it's up to the TO of course. Some are allowing the use of IA2E units now. Some are not.
I'd say start a discussion with your gaming group. In my opinion at least, nothing is really overpowered in IA2E.
