I usually find MDF (Medium-Density Fiberboard) to be decently strong without warping. Wood warps and foam chips.

MDF/hardboard is the way to go. 1/4" is sturdy enough for damn near anything you could reasonably stack on it, but 1/8" is enough for most pieces and is less likely to topple models when they have to straddle the step (especially if you bevel the edges). The thinner you go, the more prone to warping, so I might try to clamp/weigh things down while the glue sets, if you're going to coat a lot of the surface with PVA.

MDF is a good option. I use the fibreboard backings from cabinets. you can pick up sheets of the stuff from ikea's scratch-n-dent for about 50 cents each. I'm not sure if it's a true MDF or a different mixture, but it cuts similarly.

I try to get the stuff that has a plasticy surface on one side. I use that for the bottom, as anything that impedes moisture from getting into the bases will help fight against warping.
