Daring Dark Eldar Raider Rider

Came up in a question I posted this week, but thought I should separate out the topic here.

I am trying to figure out when Warriors can fire out of a Raider. If the Raider moves 12 inches, can the troops shoot? The rules say the Raider can fire Defensive weapons (with strength 4 or no strength), but it also looks as if Troops can't shoot if the vehicle moves at cruising speed.

My interpretation is troops can't shoot but the vehicle can. Troops can shoot as if they had moved if the vehicle moves less than 12 inches. I'm new to fast skimmer transports though, and value your opinion.

Trying to decide if Splinter Racks are worth the points if I have them mounted in a Raider with Duke Sliscus.

Embarked models can fire if the vehicle moves 6" or less (or the vehicle/embarked models have a special rule that allows it).

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

No. Embarked models may only fire if the vehicle moves Combat speed or if it doesn't move at all. If it moves more then 6", it is moving at Cruising speed, therefore, embarked models may not fire.

Edit: If I was only a minute faster!!

A Raider is a fast Skimmer. Is its Cruising speed not 18 inches?

No, Cruising Speed is 6"+. Doesn't matter if you're fast or not. Fast allows a vehicle that moved at Cruising Speed, but not Flat Out, to fire as if it moved at Combat Speed. But it still moved at Cruising Speed so passengers still can't fire without special rules.

Cruising speed is not 6"+, it is more than 6" and up to 12".

Mandorallen turned back toward the insolently sneering baron. 'My Lord,' The great knight said distantly, 'I find thy face apelike and thy form misshapen. Thy beard, moreover, is an offence against decency, resembling more closely the scabrous fur which doth decorate the hinder portion of a mongrel dog than a proper adornment for a human face. Is it possibly that thy mother, seized by some wild lechery, did dally at some time past with a randy goat?' - Mimbrate Knight Protector Mandorallen.

Given normal vehicles can't move more than 12" and going Flat Out counts as Cruising Speed (with added restrictions) it's more than 6" to whatever your maximum move distance is. But yes, it's not 6"+ it's >6" for a better short hand.

Flat Out is its own category which counts as Cruising but with extra restrictions. It's clearer to keep them distinct.
