Hi
I am new to fantasy and saw this sample army on GW containing a High Elf prince and the army itself is only 1750 pts

I have looked through the High Elf book and seen that they cannot have lords at less than 2k, and haven't seen anything in the main rule book about it either?
Is there a special rule that I am missing?

The composition rules in old army books have been thrown out. The new composition rules are found in the main rulebook.

Regardless of total army size, you may spend up to 25% of your points on Lords.

You MUST read the FAQ for your army book. This is not optional if you wish to play 8th edition games.
