I don't recall anyone claiming that you cannot use a psychic power on an open-topped vehicle. It has been claimed that you cannot use non-shooting abilities that rely on LoS from open-topped vehicles (i.e. MitM).

There are infinite fire points on an open topped vehicle.

Agree with DR. The BRB says "does not have specific firepoints," which mean open topped vehicles do have fire points. Just not specific ones.

No, you're misremembering that thread.
MitM cannot be used out of a firing point, since you can only use them for shooting and Psychic powers.
Open topped vehicles have non specific firing points.
