I've been trying to create a system that would allow anyone to easily create relatively balanced custom vehicles.
The goal of this system was that vehicles would end up costing about the same as comparable vehicles in Codexes. (Codexi?)

EDIT: Thanks for the input!
Added size categories and adjusted armour points costs accordingly
Added guidelines and examples to size categories

Anyway, All vehicles start with one of the following baseline profiles, and are restricted by additional rules as follows:

Light
BS Front Armour Side Armour Rear Armour Points
3 10 10 10 5

Type: Vehicle
Light vehicles may purchase up to 12 transport capacity.
They may not select Ordnance or Ordnance barrage weapons.
Total armour may not exceed 32 (counting side armour once).
May not have more than 4 weapons, including upgrades. (So that chimera with pintle-mount and Hunter-killer can still be light)
They can be made to occupy any FOC slot, including Dedicated Transport.

Examples include Rhinos, Razorbacks, Chimeras, Vypers and Raiders.

Medium
BS Front Armour Side Armour Rear Armour Points
3 10 10 10 20

Type: Vehicle
Medium vehicles may purchase up to 12 transport capacity.
They may select Ordnance or Ordnance barrage weapons.
Total armour may not exceed 36 (counting side armour once).
May not have more than 5 weapons, including upgrades.
They can be made to occupy any FOC slot, including Dedicated Transport (within reason).

Examples include Whirlwinds, Predators, Hellhounds, Eldar tanks.

Heavy
BS Front Armour Side Armour Rear Armour Points
3 10 10 10 40

Type: Vehicle

Heavy vehicles may purchase up to 20 transport capacity.
They may select Ordnance or Ordnance barrage weapons.
Total armour must be at least 34 (counting side armour once).
May have any number of weapons, including upgrades.
They should be Heavy support.

Examples include Land Raider, Leman Russ and Battlewagon.

And can have their profile improved according to the following lists:

Type:

Spoiler:

Fast: +10
Open-Topped: -5, +5 if the vehicle is a transport
Tank: +5
Skimmer: +10

Armour
Spoiler:

Improve Front Armour
11: +5
12: +10
13: +15
14: +20

Improve Side Armour
11: +5
12: +10
13: +15
14: +20

Improve Rear Armour
11: +10
12: +20
13: +30
14: +40

Transport
Spoiler:

Up to 6 passengers: +5
Up to 10 passengers: +10
Up to 15 passengers: +15
Up to 20 passengers: +20
The transport can have up to 4 access points and/or hatches that allow up to two models to fire

Ballistic Skill
Increase BS to 4: +5

Special Rules and Wargear
Spoiler:

Deep Strike: +5
Night Vision. +5
Smoke launchers, searchlight and defensive weapon, in any combination: +5
Scouts: +10
Frag Assault Launchers: +10
Power of the Machine Spirit: +10
Assault Ramp: +10
Aerial Assault: +10

I've thought of costs for most Imperial and some Xenos wargear, but I'm not sure if it's allowed to post those costs (without profiles obviously).
What I need opinions on are:
1) Is the basic idea any good?
2) Are there any gaping oversights, or existing units that would end up significantly under- or overcosted in this pricing method (In 5th edition Codexes)?
3) How, if at all, should walkers be created? I Haven't tried yet, but I feel that WS and shooting abilities might be hard to tone out, and armour costs might be too low for them.

Any thoughts, ideas and criticism is welcome

up original cost to 20.

Right now I'm looking at 25 point scouting open-topped 20-man carriers for my CC-heavy army.

And I would LOL as it falls before Pulse weapons and Heavy Bolters.
Although yes, it could use a basic point boost.

I dont see why open topped would reduce the price? sure it makes it easier to kill, but if you gave space marines an opened topped transport, wow, just wow. I think opened top should cost +10 pts not -10. the benefit greatly outweighs the negative of +1 on dmg rolls.

25 points for the transport, but I could pop it to the 15transport for 20. @25p, I can fit 19 boyz and a nobw/ klaw for 180p total, meaning in my 1500 list I get 6 of these and a couple big meks with a bit of whatever else I want to fill in the rest (koptas!). First turn assault every game with 2-3 trukks yes PLEASE!

What you have to do is categorize it based on light, medium, heavy, and transport - The same sort of way tanks are done in the other 'dexes. You've got vypers, wave serpents, and fire prisms. You've got speeders, rhinos, predators, and landraiders. Etce etc etc. Yes, sometimes you get awesome Heavy options on your lighter vehicles or transports (vypers with bright lances, razorbacks with assault cannons), but it's more expensive than your heavy vehicles (raider gets asscan free, etc.)

Alternatively, I can have my kabalite trueborn derp around in a FREE AV10 skimmer with open topped.

BS should be based on the Army Average, with just a +1 upgrade. The way it is now, it seems Orks can get tanks and vehicles piloted by Grechin!

GENERATION 8: The first time you see this, copy and paste it into your sig and add 1 to the number after generation. Consider it a social experiment.

If yer an Ork, why dont ya WAAAGH!!

I've updated the OP to include vehicle size categories, changed open-topped to cost points for transports and re-priced Armour upgrades according to size categories.

@Anvildude: I'm not sure if a simple -5 points to vehicle cost for dropping to BS 2 was enough, as I'm not too familiar with Codex: Orks.
