Can elysians throw demo charge large blast template where every they want. Like not on top of a vehicle or model?

And when they role for reserve deep striking. Can they role one dice for the whole platoon?

To the first part, no, I would'nt thinks os. Without the BRB on hand, I'm am pretty damn sure the hole in the center of the blast marker must be over an enemy model before it scatters. I'm not sure what context your opponant is attempting to debate against, unless it is to destroy a building or bunker, in which case I believe that structure is treated as a target , as it has an armour value.
As far as Deep striking as a platoon , unless it states differenetly in the Imperial Armour that has the Elysians ( as a unique rule for that army) than each squad should have to roll seperately.

An Elysian Infantry Platoon does roll once for the whole platoon so infantry squads, platoon command, attached drop sentinels, HWS and SWS all under the same troop choice come in on one roll. Page 97 IA 8

The Infantry thrown demo charge works as normal for small/large blasts but a Cyclops Remote Control vehicle's demo charge may be detonated any time in the shooting phase centred on the Cyclops and at full strength even for armour values not under the centre. Page 101 IA 8

No you have to put the hole over the top of a model or vehicle.

And for the platoon, if you are referring to actual elysians from IA, then see the post before mine. But if you are meaning a regular Imperial Guard army, you role for the platoon as a whole. The PCS, the infantry squads, the SWS and HWS, and the Conscripts are rolled for collectively. See the top of page 96 of the Imperial Guard codex.
