If I give my Tyrant Hive Commander, do I get the +1 to reserve rolls if I start with him in reserve?

id say yes

The Hive Commander rule is in effect as long as the Tyrant is alive.

You get it until he is killed. Thus you still have it when he has not made it to the board since there has not been a chance for him to get killed.
