Is there any rules that prevent me from using the sanguinors blessing on lemartes, i'm not sure if he is considered a sergeant .

Not sure what the blessing does but if it says it can only be used on Sergeants then it can't be used on Lemartes...
Alternatively it can be used on whatever it lists...
If Lemartes is among them (May say IC or Infantry) then yeah... you can.

The Sanguinors blessing targets exactly what it says it targets.
That being a random sergeant, so anything that is a sergeant by name can be randomly chosen. (Remember it is not your choice, it is a random selection).
To get around this only include one sergeant and you are golden, because there is only 1 target.

Anything you chose is not random.
Random ≠ arbitrary.

Yes, as Kir said "Random ≠ arbitrary."
Best way I have found is to assign a number to each Sarge, and roll a D6, then whatever number you roll is the sarge that gets the buff.
