First off you need 2 troop choices. Probably jet bikes for fast scoring.

Your troops choices could be shot down from range very easily or assaulted. I'd say put them in the serpents drops some locks and get two fire prisms. Or 1 prism, 1 Davu serpent, and 1 Davu falcon

Well, you don't need Warlocks on jetbikes at this pt level. A mech army based on Serpents accompanied by some Warwalkers would suffice. By Lanchester square-law, the enemy will eventually to be able to bring enough heavy weapons to bear that can handle armor.

I run a bike seer council in all my 2k lists, and they've gained infamy to the point where people at the FLGS tailor lists for our tournaments with "How can I beat the council?" as a top priority. Never seen so many Psychic Hoods in my life.

On that note, I'd never bring a council in 1000 points. Spending half your points on one unit just leaves you open to having your troops killed, and losing 1-0 on objective games to vastly inferior players in all other aspects.

However, if you need the council...

Farseer, warding, bikes, fortune 130
6 warlocks, bikes, 1 enhance 1 enbolden 2 destructor 310

6 jetbikes, 2 cannons, warlock with spear + embolden 205
6 jetbikes, 2 cannons, warlock with spear + embolden 205

Nightspinner, holofields 150

Total 1000.

Reserve bikes if needed, esp if they have first turn. Nightspinner restricts enemy movement, and jetbikes exploit it. I still think the council is too expensive, even at 6 warlocks, for 1k points. Just bring a doomseer in a standard bike squad, and bring an extra tank or some walkers/dragons.

I like the above list the most. Much better to have your troops on bikes than 5 man walking DA.

Maybe split the second bike squad up if you need 3 troops.

EDIT: Oh, and no need for holofields on nightspinner. It should be hiding far back with a cover save.
