Hello all!

We have a SM Librarian who rides in a Rhino along with 9 Marines. Can he use the Gate of Infinity power to teleport himself and the marines out of the rhino and on the table?
I cannot find something in the rules against it..

Yes he is allowed to cast GoI.

You measure the range from the Hull of the vehicle.

I think you should be able to gate out of a transport.

To build on this - can the Librarian GOI out of combat once the units are locked?

Using GoI while embarked is allowed. Using GoI while locked in cc is up to debate. If you do a search you'll find a few threads on the topic.
