I want to make a legion of the damned army. What I wanted to know is do I just use the base SM codex? Also am I allowed to add any special rule for makeing a chapter like being able to use fearless for giveing up something else like feel no pain just as an example.
You can't make up your own rules. If you wanted to use Legion of the Damned models and use Space Marine rules for them where your standard Legionnaire counted as a tactical Marine, you'd be fine.
