If a vehicle moves....it can shoot a heavy weapon. Got that. If an Infantry model moves, it can't shoot heavy. Got that too. If a model is in a vehicle that moves, it counts as having moved. Yup, I got it. But if a model with a heavy weapon is in a vehicle that has moved, does it get to shoot?

You answered your own question. Re read your third point, then your second.

The vehicle moved, so the infantry inside count as moving.
Infantry that have moved cannot fire heavy weapons.
Infantry in a vehicle that has moved cannot fire heavy weapons.

Ok thanks. Thats what I thought but I played someone who claimed that since vehicles can fire heavies on the move, mounted guys can too. Just wanted to make sure.

As would Imperial Guard Mechanized Veterans. They are already a competitive army, this would break them in my opinion.

Tanks are relentless because of the mounts. I'm sorry, you can't weld your guardsman to the hull. I've tried, they don't like it much :p

It would work in one situation I know of, If the vehicle was a IG Centaur (FW/IA). Any single weapon from the passengers may be fired as if it is a hull mounted weapon. I sometimes use this to fire a plasma gun after going 12" as the Centaur is a fast vehicle when not towing. The question I dont know though is it effected by "gets hot"

Of course the Imperium can take an asset in Planetstrike where one enemy unit in a building have to fail an armour save or be welded within their armour to the walls....
