In a recent game I played against Tyranids, I was forced to roll 3 dice for my Chaos Sorcerer's psykic test. The rule is, any double 1's or 6's means perils, but I got 3 1's and my opponent says that means 3 perils since there are technically 3 sets of double 1's made from the 3 dice. Is this the case or was he blowing smoke? Seems kinda odd if that is indeed the case.

No, one perils. You can't get multiple perils of the warp from a single roll.
|
Ever thought 40k would be a lot better with bears?

Have you rolled A double one, then you take a Perils. If you roll more than one, you have still rolled A double one, so you still take A perils.

The real issue is what happens if you roll 2 6's and anything else. Is it one perils, or two (1 for 2 6's, and 1 for rolling over 12). I contend that it's 2 Perils, but many people say that it's only a single Perils.

It's an OR statement.
Perils of the warp occurs if:
any two dice are 6s or 1s
OR
the total is 12 or higher.
1 roll, 1 perils.

With RoW I believe there is no perils on doubles.

RoWa says "All enemy Psykers must roll an extra dice when taking Psychic tests, suffering Perils of the Warp on any roll of 12 or above."
That's 2 different conditions that can be met. Each one results in a Perils.

No. You don't need a rule limiting it to one.
WH40K is a permissions based game. You can't do anything unless you have permission to. You have permission to take A Perils roll. YOu don't have permission to do more than one.
