I don't get the difference when people say their army counts X and when people are proxying.

And just to shoot this down before someone says its: no... I'm not trying to make case against proxying/counts as and WYSIWYG lawyers can go get lost in the Eye of Terror.

A proxy is using a soda can as a Great Unclean One.

A "Counts As" Would be using a Puppetswar Fat Plague Gentleman as a Great Unclean one.

One's a space filler, the other is a model that looks nice, and can actually be fielded as a tabletop model.

"Counts as" is just proxying with a good deal more effort involved to make the unit "look" like the unit it is representing.

Like I can 'proxy' a Rhino as a Eldar Falcon. But it'll look dumb.

Or I can "counts as" my old Dark Eldar Incubi as Striking Scorpions in my new Craftworld-as-Corsairs list. I chose them because their tormentor helms look a LOT like the Scorpion helms on normal Striking Scorpions. I explain their halberds as being double-bladed with shuriken pistols in the end (like a Necron Warscythe), so they are both their pistols and their close combat weapon in one.

I also "counts as" my old Dark Eldar warriors with splinter rifles as Guardians, and the ones with pistol and CC weapons as Storm Guardians, with the new special weapons from the DE warriors on the old bodies to represent a meltagun/flamer..

My "Swooping Hawks" are the new DE Scourges with the basic rifles to represent lasblasters.

A proxy would be something like a dreadnaught bieng a talos since they are both the same base size if i recall.

While a count as would be using this as wychs/bloodbrides instead of the GW model.

This is basically correct. I could run some Adeptus Arbites with shotguns as Space Marine scouts. They have the right weapons, they visibly have carapace armor, and are a very acceptable counts as. If I ran Ork Boyz as my scouts, that would be proxy, and not exactly a suitable counts-as.
