I say this will move the unit by however many floors we decided a unit could move (the building in question here is a 3 story bastion, taking 3 inches per floor).
My friend claims that units embarked in buildings work similar to ones embarked in vehicles for the purpose of lash--ie, they would be unaffected.
Who's right?

The rules for buildings do work like vehicles. They have AV, can be exploded, are open topped if you are on the roof, have fire ports, etc.

You can be lashed into and out of cover.
Now if its a "bunker" thats a different story, but Ive never played a game using those rules.

This is correct, Units within buildings can not be targeted until the building is destroyed.
Note: units in Ruins can be targeted as normal.

But in the turn the building is destroyed, the unit would be forced to 'disembark' from the building.
The resulting ruin would be difficult and dangerous terrain.
The unit would have to move back into the ruin on a successive turn and the models would have to take difficult and dangerous terrain tests.
So no cover for the 'embarked' unit the turn the building is destroyed. if there are still enemy units available to fire at them.

Unless they disembark on the opposite side of the wreck, and the ruin is between them and the enemy. Then cover saves would apply as normal for shooting through terrain.

Who's right?
You appear to be confusing the rules for buildings and ruins, which work totally differently from one another. An intact building works like an immobile transport vehicle that either side can use. Ruins are difficult and area terrain, and have the rule for it "costing" 3" of movement to move between levels.
