In a regular game, can you target the units in a bastion directly? If not, what gives you a 3+ fortification save? When a flamer hits the building for D6 hits on the people inside, do you get a cover save against this (I imagine not). Thanks

A fortification can be whatever you and your opponent decide it is.

For example, you could say that you have a gun pit, which would normally be a 4+ cover save, but that it has been fortified granting a 3+ save.

Cover types and saves should be discussed pre game.

And template weapons always ignore cover saves.

Ruins provide Cover Saves. A fortified ruin may be a broken bunker, as an example.

You cannot take cover saves against flamers
