If an ability requires you to make a character test such as an initiative test, do you add modifiers from wargear? An example being grey knights halberds for initiative.

No it is taken against the unmodified stat line. If the wargear changes the actual stateline such as a thunderwolf increases your toughness and strenght, then you can use that but not if it's a bonus from wargear or a temperarily activated rule such as furious charge.

It's not the size of the blade, it's how you use it.

No, that is not correct. Page 8 makes no requirement for "unmodified", you 're thinking of sweeping advance which DOES state unmodified.

So, for example if you have been reduced to I1 by Lash Whips / Whip Coils then were required to make an Initiaitive Test (Acid blood) then you would use I1

However Halberds only alter your I value when making Close Combat attacks - not a change to your stat line at all times, so halberds would never be used for characteristic tests, well none I can think of.

True, I forgot about that. The arjak + jotww super cannon for monsterous creatures too.
Rules that change the stat for a turn/until the next of that players turns would change it.

Psychic powers would be able to be used if they power was in effect at the time of the test. So GKs could use their I10 from Quicksilver to pass an I test on the turn it was activated.
