Played Warhammer 40k for a while but never warhammer and now want to start!

However... I don't know what race to start! I like bits on all of them but have narrowed it down to Lizardmen and Tomb Kings - as the title suggests!
So I was wondering if anyone had any advice about which army would be best? Ie. easiest for a beginner, cost etc

To be honest all army's have major upsides and down sides which means that all army's are roughly the same difficulty when asking what is easiest IMHO, However the army that relates to 40K the most (which may be easiest for you) will be TK because they do contain 40K rules, such as Entombed beneath the sands is basically deep strike and the combination of Immune to psychology + Unstable = Fearless.

Also which units do you like the look of the most? this also helps you decide on an army you like the most.

Fair enough happy, I think I'm going to go with tomb kings for that reason plus I like the background and most of the models especially the new ones (although their core skeletons seem to be a bit out dated compare to the vampire counts versions but they are still pretty cool)

Just started Tomb Kings myself. Having beastmen as my other army it's nice to have a shooty army. There is not really ultra competitive builds in fantasy and most of the player base is less hardcore so make what you want and have fun. I do recommend a battalion and a priest to have your core fulfilled and your hierophant from there it's your call. The warsphinx is great and the kit has a lot of extras such as a tomb prince/king and bits for swarms, the casket is also really solid and fun. That should give you a great start and a fun list to run.

I'd go with the lizzies... They have a good variety of options, and you can come up with multiple builds

Skaven: 3000 pts
Daemons: 3000 pts
Lizardmen: 4000 pts
Rohan: 2000 pts
Retribution: 70 pts (1-2-1 so far)

Lizards and tomb kings are fairly simple to paint, wood elves are a bit harder but its doable. Tomb Kings have been done the most recently if that's a factor and hopefully the WE book is in the pipeline but it will probably still be a while

I think Liz are a bit more flexible.

TK are a bit more horde-based. I.e., lots of very cheap units buffed by magic. Liz can be fairly elite. Liz are mostly known for Slann, one of the most customizeable, and most powerful, Lord casters in the game.
