So here is the questions.

Librarian in a Rhino with Warp stabilization field, it goes off, so I move the max distance. Can I use the summoning now, which is if I test for an pass any squad can be placed 6inch using the deepstrike rule by the Librarian. Now if I can, after can I pop smoke on the rhino?

Couple of things, GK Librarian's can't be in rhinos, they have terminator armor. Librarian won't be able to use summoning on a vehicle he is in because once the vehicle is removed from the table you are unable to place it within 6" of the librarian. The game breaks at that point, or the FAQ kicks in and the unit cannot be fully deployed and is destroyed. Last the power is used at the start of the movement phase, which means if you move the rhino the time to use Summoning is past. As for popping smoke, that you can do.

-- A transport may carry a single infantry unit and/or any number of independent characters (as long as they count as infantry).

A little way down it states :
-- (for example, each Sace Marine Terminator counts as two models)

So with this now stated. The librarian in terminator armor counts as two models. If he joins a unit of 8 grey knights infiantry in a rhino it won't be capped over.

Now for the Warp stabilization field:
-- A vehicle that moves in this way counts as having moved flat out.

Before I go into even the next part. Can a Librarian even use a pscyk power if its not dealing with shooting if the vehicle moves flat-out he is in?

The Summoning:
--Power used at the "Beginning" of the Librarian's Movement Phase, blah blah blah the rest.

Now if the rhino uses the Warp stabilization field is that considered the Librarians movement phase or just the rhino, since if the rhino moved lets say 6 inches and he got out or something along those lines.

This might be a question that seems very obvious to others. I have this reasoning that it can somehow work. Any thoughts or direct answers?

Reread the terminator armour rules. They CANNOT ride in rhinos.

Page 63, Grey Knights codex last sentence of terminator armor, Terminators count as two models for the purposes of carrying capacity, and cannot embark Rhinos or Razorbacks.

Take a storm raven for example, if a GK Librarian is embarked and the vehicle moves flat out the librarian is still capable of taking a psychic test and using psychic powers, as long as they are not shooting attacks.

The librarian himself has not used his movement in the movement phase. He used a psychic power, hence he is still able to move, shoot, and assault in the current turn. It is only movement for the rhino.
