I have a manticore chimera chaise can I use the hydra resin parts in there instead of what it comes with?

I assume it's a misspelling of Chassis; in which case I would also assume yes. I'd actually be interested to see how it turns out.

From the pics, it appears the only difference between the turrets is the weapons.

The hull piece(s) included.

If you can source the (alternate) weapons from someone, and have the other, it should be a simple matter to magnetise and make them both usable.

Yes they work. In fact I ordered a forge world hydra and got it in the mail yesterday and it's the same track sprue as the manticore but the forge world kit comes with the track guards!!
