I know that technically it is not possible, but if the two were used in unison, would a model have a 1+ save in combat? Would he be unwoundable in close combat?
Also, are warding staves still force weapons?

The better example is a unit of Eldar Pathfinders in 3+ cover.
But, either way, Rulebook page 24 under Maximum Save:
"However, no save (armour, cover, or invulnerable) can ever be improved beyond 2+. A roll of 1 always fails."

I don't own the codex as of yet. I've only been able to borrow a friends. (I would just download it, but I don't like doing that unless I've already bought the codex.)
