Not sure whether the previous posters are trolling or not... I work in a related field. The basic physical concepts here are not particularly controversial in the community (i.e. aerosol-cloud interactions, changes in aerosol burden affecting cloud formation, atmospheric heating, rain). I don't think it is giving a message about policy, but showing how certain aspects of these things (which are complicated) are related and what the strengths/consequences of these relationships may be.
Disclaimer: I have not read the full paper yet.
