In terms of both survivability and CC facerolling, which would be a better option? Honor Guard have a better armor save, but the Veterans in a command squad can take Storm Shields, yet the Honor Guard can be fully equipped with Relic Blades, plus the Banner which adds an attack.

Against power weapons command squad w SS is supreme, best HG can achieve there is libby with forcedome
Against ccw however that artificer armour is amazing. And against I3 like orcs, relic blade HG go through like a hot knife through butter.

Artificer armor is no better than power armor+FnP vs normal attacks.
A command squad is both better and more versatile than the honor guard. They are probably best for adding special weapons tho

Command squads are a bit more versatile and can operate a bit more independently, while I would use the honour guard strictly as a retinue/deathstar. I find the command squad to be useful when you've already filled up your elite slots and you need a little extra CC or shooting umph.
As far as honour guards are concerned, I would only use them in very high point games (love them in planetstrike or apoc). If you can make the honour guard hit first, either against low initiative enemy or by giving them furious charge (khan or some fw characters) then they can be truly terrifying (10 dudes, banner, relic blades all around = 41 S6 attacks on the charge), not even counting the special characters attached to them.

 Hope this helps.
