So my buddy's greyknights sit in a rhino sometimes and these rhinos tend to be shaken and stunned...
Now I understand damage results stay on the vehicle until the next turn... but... the way stunned and shaken read under "effects on passengers" I'd be inclined to say the units inside can't shoot in the next phase even if fortitude passes...
Is this a correct reading of the text?

If the vehicle suffers from "Crew Shaken" or "Crew Stunned" then the passengers cannot shoot.
However, Fortitude is used in the movement phase. Therefore if passed, when you go into the shooting phase, the passengers are no longer shaken/stunned and so, are free to shoot freely.

except fortitude says it removes the effects on the vehicle... not the passengers...

The Stunned/Shaken only affects the passengers because it affects the vehicles.
If it no longer affects the vehicles, doesn't affect the passengers.
Passengers can disembark and still shoot - proving that the restriction is limited to the vehicle.

If they stay inside, the vehicle being shaken or stunned will prevent them from shooting; but Fortitude negates either condition.

Could you guys show me in the rulebook where it says they can shoot again? The "effects on passengers" clearly says they can't shoot in the next shooting phase... it doesn't say anything about whether or not they are embarked... And it doesn't say "while the vehicle is stunned"
I understand how people have played it up until now... I'm questioning if we've done it right

The result for shaken/stunned says the passengers may not shoot from the vehicle. So Disembarking would allow them to shoot normaly.
As to the Fortitude I'm not sure. It's not preventing the shaken/stunned, it's undoing it later. Would this change the effect on passengers?

"If the psychic test is successful any crew shaken or crew stunned results already on the vehicle are nullified and no longer apply"
The damage result for the vehicle is applied until the end of the next player turn but are lifted by fortitude, can't see why the passengers wouldn't be freed as well.
Seems pretty straight up and down to me.

Lets take out the psychic power for a second.
If shaken or stunned hits the embarked unit, then what happens if the vehicle is then destroyed, and the unit embarked into a different transport that did not suffer a stunned/shaken result... if the shooting prohibition is placed on the embarked unit, then changing transports to a non-shaken transport would not allow the unit to shoot.
Conversely, a unit embarking onto a stunned transport may still be able to shoot, as they were not stunned when the vehicle was.
Some rules quotes would help, I know, but I am away from my rules currently.

"Passengers may not shoot from the vehicle in their next Shooting phase, but are otherwise unaffected." BRB, pg 67
It says "the vehicle" so yes, you could disembark the original unit and have new unit embark and shoot out from it.
Rules disallow you from voluntarily embarking and disembarking during the same turn, but if it could be done, you could fire out from the new transport too.
As Fortitude nullifies the damage result, it will nullify the portion of the damage result that affects passengers also, which means passengers can shoot normally.
