When seeing if a model is able to come in does the whole model need to be on the table and nothing hanging over the edge or does it go by the base? Using a vendetta as an example.

Yes the whole model needs to be on board. There is an FAQ about it.

so the model needs to move on as if they were going out cruising speed? I have seen it played where it was by the base at my GW store.

Depends on the vehicle.

Some vehicles are small enough that they can zoom on at combat speed, and not fret it (Vypers, Venoms, Buggies...)

The Vendetta is pretty huge, so you'd have to bring it on at cruising speed to not get overhang.

Some folk play it from the base only, but some don't. Officially the whole vehicle has to be on the board.

So something like a Land raider (being more than 6" long) would have to come on at cruising speed just to get on the board.

The Imperial Guard FAQ mentions that the Valkyrie base is only used for embark/disembark and contesting objectives. The rest of the time use the model itself, so in this case all of it needs to be on the board.

Yep. If the vehicle is longer than 6".

Ironically, people often have the rules wrong at GW stores. The players there are often newer/less experienced, and a given staffer may be more focused on a different game (maybe he prefers WHFB), not that great at the game and more a painting guy, or a guy who's played for a while and gets rules from different editions mixed up.

What about having to roll DT for a vehicle. The necrons have a power that forces you to roll DT. Playing dawn of war, do i still have to roll for it? Or do my models come on the board with having to? And if the model doesn't get on the board can the troops still disembark from it?

Yes, you do, and it's incredibly dangerous. Better to go into regular Reserve and negate that special character's rule.
