But I really don't know much about them, only looking to do at most 2000 pts, What should I start with?

Oh, Noise Marines btw.

2000 points isnt exactly a small army by my reckoning. Rumour has it chaos is due a new codex soon so your best bet is to try and stock up on the "core" units that hopefully wont change/get cripple/get better models.

Since chaos largely isnt my wheel house I'd only be able to suggest Chaos Marine squads (fairly OK sculpt), Daemon Prince (nice kit, good HQ choice).

The rest is a bit of a question mark, I'd hope noise marines might get a decent plastic kit with the new dex.

Best place to start is the Battleforce. It comes with most good stuff (cept the possessed marines but they are at least fun to play if not competitive). Beyond that, I snag another Rhino or two. Obliterators are a great Heavy Support choice. A Daemon Prince or Chaos Lord is also a good buy. I don't usually play Princes but not because they aren't good, just because I prefer the Lords. I'd also check out Forge World's great selection of Dreadnoughts. If you have a particular Warband/Legion in mind that you wanna play, you can get a specific Dreadnought for them!

Its gonna be kind of a silly army, had to be based around noise marines and I would wanna play strictly slaanesh. I have my tournament army already, this one would be for fun. I guess I'll just hold off until a new codex

Slaanesh armies can be pretty good if you have Sorcerers/Princes with Lash and lots of template weapons. Noise Marines work well for this as the Doom Siren is a great template weapon.

Blastmaster in min sized squads aren't bad for fire support either. Just don't buy sonic blasters, too expensive. Ap3 blast template with good range on fearless troops.

Buttoned up in a rhino with another fire port for your lash sorcerer if you opt to go that route.

Wait for the new codex if you ask me. You'll be safe getting the Noise Marines, since they're probably not going to change to much unless the Mark of Slaanesh is altered again, but there's no telling what could end up good, bad or indifferent in the new codex. It could be the era of the Spawn.

I was kicking around the idea of starting a Slaaneshi Biker Army, led by a psuedo-Doom Rider.

I get the impression it would be pretty rubbish under the current codex. Hopefully there'll be some improvements that'll make it semi-viable in the new codex.

My friend and I came up with an idea for the "Bass Marines" It's gonna be a silly project army mostly for fun,

It's mostly based off this video and I wanna rig up Land raiders with speakers and essentially make the army one big, twisted Electro/Dub Rave with strobing LEDs and what not.
