Back around the time when the Xenology source book was released, there was rumoured to be a hidden story / details.

Was there a consensus on these rumours, or was it just a clever marketing ploy that provoked wild speculation

It's pretty much retconned and could not have happened since Ward had his way with the Necrons, unfortunately.

Reading it over, it seems find to me. Just have it be the Necron Lord's personal plan instead of a plan made in the name of the C'Tan.

No, not the inquisitor. The head of the research facility (Who I think was an inquisitor), on the other hand was.
There were two inquisitors in the story. One is the asshat, the other is that magos biologus's boss.

Not really no. It makes no sense for the Necrons to bother with that now. They don't want to destroy and/or harvest alien races.

But they still want to conquer and reclaim their old empire, which may or may not have consisted of everything outside of the Eye of Terror. The fact that they were searching for a way to control humans, a race they had very little experience with, still makes perfect sense.

They in fact wish to do that now more then they ever have in the past. New fluff says they wish to be worshiped as the gods they have always viewed themselves as, so harvesting aliens to worship them is something that would be quite believable. In addition, crypteks such as Serzas, want to find the key to mastering life and re-transference back into flesh bodies, something that would require intimate knowledge of every species

Exactly, so it is possible to continue having necrons doing twisted acts of surgical science on unsuspecting species.

that was mean book to read. The Xenos that were dissected and studyed in the book would be cool to see more of them in the Warhammer 40k games. and it has that interesting idea of how the the Tau leaders control the other castes.

What I got out of it is that the IoM has been penetrated by Necrons a looooooong time ago and they have forced their way to the top and manage to control some of the IoM. Well that what I got out of it.

As for the Tau, I believe that the Eldar helped make the Ethereal Caste. I mean the crystal thing looks like the crystals the Eldar have. The Eldar themselves say they are proud of the Tau. And in the Tau dex some dude from the Inquisition says the Tau might have had some Eldar help somewhere in their evolutionary chain.
