I'm not really a fan of gw sternguard models and they cost a lot...I like the ragged look of grey hunters since they look like they've been in a few battles. Would people refuse them for tournaments even I they are plainly different than other units? Not only look different but have different colored shoulder pads?

I moved so starting from scratch. These were the armies I had, rebuilding my Chaos.

It would entirely depend upon the tournament rules. If it is a sanctioned GW tournament you may find them say no, but if it is a smaller tournament they may allow them. But I can't say I have ever been to a tournament that allowed substitution before.

Ask the organiser as it is up to them not the actual players.

They may be allowed in assuming the tournament runs "counts as" allowances. Check with local TOs

I would sugggest ensuring they fit with the rest of the army, dont have ragged wolves in a fists army, for example

I don't have any sternguard models (finecast $45 for 5 wtf?) but I have a squad of 9 tactical marines i have 'converted' into sternguard.

1.) they all carry the same weaponry as a sternguard marine (bolt pistol/bolter, some have combi-weapons)
2.) they are adorned with extra purity seals and other bits that show their veteran status
3.) they are painted with white helmets and shoulder pads, since they are from the 1st company. They are obviously my vets.

A similar setup/paint scheme for your army should work equally well. Should you choose to use a space wolf pack as your sternguard models, and they are equipped with appropriate weaponry (no chainswords) I don't see an opponent having a problem. Just make sure at the start of the game they know that this ragged band of brothers here, are the sternguard veterans and they're ready to dish out some hellfire pain to any T6 models they see!

Been out of the game for awhile, trying to find time to get back into it.

Asumeing you are not playing SW then I would say no problem at all as long as the equipment was right (Can SW have them? I don't think so). If you can change the sholder pads to have terminator honors on them then all the better.

I would say noone would have any problem. They look right, and playing in a GW event I think the rule of cool would win, as long as they looked grizzeld and in keeping with the rest of the force, not like you were being lazy.

I'm sure I saw on the officail GW tournament guide an all Grot army being used to represent IG. It was used as an example of 'count as'.

You're still using Space Marines, I assume you'll be giving them right equipment. No problem as far as i can tell.

I'll see if I can find the link for you. Hard to find these things on the GW website at eh best of times.

Edit:
Here we go, it's in the Events Guide under the 'Counts as' section.
Link!

If the wargear is WYSIWYG and you're not playing Space Wolves, I don't see why not. It's just another example of 'Rule of Cool'.
