Purgatory.

A thought crossed my mind regarding faction loyalties; and specifically CSMs.

Does Chaos favour rule of the strongest? Vs. infighting. Or does everyone fall in line for their chapter. I would compare it to the Decepticons where the leadership would always change. I know from a fluff standpoint the four Gods always fight each other, and there's always the Chaos Undivided.

So do champions often fight each other for the role of leader, or does everyone know their place? Or is it different for each fallen chapter.

P. S. Would the loyal chapters unite under the banner of the Emperor?

I would say Chaos Gods bestow more power to those who please them. Some still do follow loyalties, such as when they were loyalist, but most follow the "More Chaos Gifts, More Leading" rule.

Well, the only rule there is in chaos really is who has the most power, those people tend to get their power due to personal prowess, and the gifts of the chaos gods for pleasing them.
