Personally I use the marauders but thats due to using traitor guard instead of the standard imperial kind. You'll have a bit of modification to do to make them look more "uniform" in appearance.
It'll come down to how much conversion you want to do really, apparently its possible (though not easy) to modify SM scout bikers into cadian bikers for rough riders.

One of the best rough riders i have ever seen was in a massively converted IG army, all the tanks were gravtanks converted with landspeeders and the rough riders were converted using judge dredd hoverboards (GW made) and notmal catachan guardsmen with spears.
The army got a full four pages in an issue of WD.
