You want to hear, yes. So why not go for it. Just play.

Chapter Masters are not great, try librarians.

Tactical squads need some form of transportation.

Scouts could do well with Telion.

The dev. squads with MM will be out of range.
With ML then why not. Preds or vindis would be better and easier to source.

Assault termies really need a raider really.

Well, trying to stick to the Foot theme, I would say it's a nice start. Telion would really add a lot to your scouts, giving them stealth without the cloaks and adding his Voice of Experience and improve targeting talent.

MFletch's MM VS missiles Devastators argument is valid, though I think you could keep one squad with MM and run those forward to control the midfield.

The Chapter Master doesn't add anything to the list like that: a captain would do the same thing for 25pts cheaper. Libby in Terminator Armor and SS would be 40 pts cheaper and give you even more for your buck.

Heavy bolters for your tacticals are not good - I'd switch them to missile launchers. And with the points you've gained from your HQ, you could get another fist or power weapon, along with combi-weapon(s)/meltabombs.

drop pods also mesh with foot armies full wise. Those marines have to get to the battle somehow

Yes! And then, Locator Beacons are a lot cheaper and versatile than Teleport homer...

Forgot to mention. Just play as Blood Angels. They can do your list but cheap, then they can add priests and all your units get FNP.

lol, i was going to say the same thing (but with space wolves) cheaper and better :-P
