can I use a single Rhino to transport 2, 5 man tactical squads?

No. Only one unit per transport.

The storm raven is the only vehicel I can think of that allows you to transport more then one unit. And even then it's a unit and a dread.

Except for the Storm Raven the only case of having several units in one transport is if it's one or more ICs joining a squad. And in Apocalypse some transports might allow it, but it's clearly stated in that case.
