If a vehicle move one inch, turns, and repeats this process six more times, would it count as have had moved seven inches for determining how many weapons it can shoot?

If you move seven inches, then you have moved seven inches for determining how many weapons the vehicle can shoot... Maybe I did not understand the question, rephrase it please.

Eh, left out a big detail,
After you end your moving, the vehicle would end up in a complete circle and at the exact position it was at before the turn started.

ok, well then the answer is the same: If you move seven inches, then you have moved seven inches for determining how many weapons the vehicle can shoot.
However for determining what the opposing force needs to hit in CC against said vehicle you would use actual distance away from the starting position for that number.
In your case, the vehicle is autohit because it moved around in a circle and ended where it started.

Moving Flat Out and Turboboost have different criteria. Please refer to the rulebook.

Indeed. Flat out is for vehicles, TB for bikes. For flat out you do not have to be a certain distance away from your starting point, for TB you do.
