I've been seeing some lists that include Boss Snikrot or Boss Zagstruk along with two other HQ choices (e.g.- Ghaz and a Big Mek). I was wondering how is this legal with the force organization chart of only 2 HQs? Do Snikrot and Zagstruk not count towards your HQ slots?

Snikrot is an upgrade character to a unit of Kommandos, not an HQ character.

Kindof like Telion for Sm scouts, i think? Isn't he an upgrade sergeant SC?

Zagstrukk is the same deal for Stormboyz. SC upgrade character, not HQ.

Badrukk for the Flashgitz is another one.

Ascalam has it. Of the 3 characters listed, Zagstruck, Snikrot, and Telion none of those characters takes up a slot on their own.

In the case of Zag and Snik, they replace a nob. In the case of Telion, he takes a sergeant's slot. Keep in mind, not all characters use up an HQ slot even if they don't replace a slot, such is the case of Guardsmen Marbo. He's a unit of one that takes up an elite choice, not hq.

While I agree with the nob comment, the Ork FAQ begs to differ:

The FAQ clarifies that they dont cost the additional points of a kommando/stormboy but as the codex states they are taken instead of a nob so no group of kommandos with a nob and snikrot
