The IoB set is a very good start, it might be worth picking up 2 just for the clanrats, and extra heroes.
I'd look into a warp lightning cannon, as it's very easy to fit one into a 500 point list, and some non-IoB clanrats to use as slaves.
Gutter runners are also a skaven staple, and are good almost any points level.
If you want to run a plague furnace, then picking up a battalion or 2 would be a good way to get everything you need. Just use the rat ogres s unit fillers in your plague monks, and clanrat units.
The easiest way I found to expand an army is to build the list I wanted to run at the highest point value, then work backwards, using units from my high points list.
That way you can play smaller points limit games, without buying unnecessary stuff, and still be working towards a tourney sized army.
If that makes any sense.

Awesome, I hoping I wasn't overly complicated about it.
Yeah, you'll need a lot of clanrats, I run about 160 clanrats, plus 150 slaves at 2500.
For gutterrunners, 2 units of 5 with poison and slings should be plenty, unless you play in a very war machine heavy group, then I'd run 3.
You can convert the gutters out of clanrats too, just use the ones with the hoods, and give them a hand weapon, and the "shield" arm holding the knife. Spare plague monk arms work well too.

IoB is a good start. What do you want end game? Abominations? Warp Lightening Cannons? Plague Furance? Screaming Bell? Do you want to go all Clan Skyre, Eishen or another? All in all you will needs lots of rats, I would check ebay for some deals on IoB clanrats, once you got at least 100+ then you can grab some toys. Some of the IoB clanrats have armor others are wearing rags which I would play as slaves. You may want to grab a actual clanrat box so you can run the first couple ranks without shields if you want. After that if you want a competitive build or fun toys I would add in this order: Gray Seer 2 Warp Lightening Cannons 12ish Gutter Runners (Night Runner kit should be sufficient) 1-2 Abominations Screaming Bell and/or Plague Furnace (if PF add 40+ plague monks, another benefit of the plague monk kits is you can use the rats that come on the sprues for giant rants or swarms)

Thus, After having thus successively taken each member of the community in its powerful grasp and fashioned him at will, the supreme power then extends its arm over the whole community. It covers the surface of society with a network of small complicated rules, minute and uniform, through which the most original minds and the most energetic characters cannot penetrate, to rise above the crowd. The will of man is not shattered, but softened, bent, and guided; men are seldom forced by it to act, but they are constantly restrained from acting. Such a power does not destroy, but it prevents existence; it does not tyrannize, but it compresses, enervates, extinguishes, and stupefies a people, till each nation is reduced to nothing better than a flock of timid and industrious animals, of which the government is the shepherd

It matters what you are going to do.
what clan you are focusing on.
but to start off get Clan Rats as a base then build from there.
