I was thinking that it is a bit strange that an auto cannon and a lasgun have the same chance of penetrating a marines armor, so I was thinking that strength of a weapon should affect a model's armor save. Although just that seems like it would be too much like fantasy. So, I was thinking that along with the strength of a weapon affecting a model's armor save, the ap feature would still be in place so things like hot-shot lasguns would retain their usefulness. I feel like this would be a good way to put a bit more realism into the game without making it exactly like fantasy's save mechanism.

i sorta agree, but why not just make marines have no armor save?

As in both cases the marine is allowed to take an armour-save, yes in this case they have the same chance of penetrating. But the changes the op suggests sound a little bit like a second to wound-roll to me.

I imagine that a modifier would be simplest eg strength 6 and 7 weapons give a -1 modifier (meaning that if you have a 3+ armour save you now need to roll a 4+ instead), strength 8 and 9 can have a -2 modifier, and strength 10 can have a -3 modifer or something.

This sort of issue is addressed in fantasy. In fantasy the base stat is 3, where as in 40k it is 4. With that in mind, the way things work in fantasy is anything S3 or lower, and you get your normal armor save. A S4 wound reduces the armor save by 1, S5 wound by 2, and so on and so forth. Mind you in fantasy there is such a thing as a 1+ armor save. However it is the same in 40k where a roll of a 1 is a failure.
