My only real comment as far as units that need changes is I don't see a use for the tac squad.

Aside from that unit this list looks damn close to my own DW choices. I would opt for something harder to kill with more firepower than the tac squad.

If you look at some of your unit options, the combi-melta on the libby and the chainfists on the squads combined with the 225 points from the tac squad you have somewhere around 240 points to play with if you move some but not all options, 250 if you take them all out. That could be used to squeeze in some kinda of combination of 2 of the following, preds/vindis/dreds or even another terminator squad. All of those options are more durable and flexible that your lone squad.

Drop the tactical squad indeed.
The libby is a waste Ld9 is not worth it.

I like to include lighting claws with the termies to make them harder in cc whilst giving them better wound allocation.

Dreads, vindis and preds as fire support would be where I would spend spare points.

What missions are you playing for the tournament?

Looking at the Libby for just just ld9 somewhat forgets his impact on the squad. He can bring the combi-melta to help with softening up targets, also the force weapon at good initiative for cc. Remember also DW only get 5 bodies to a squad so with Belial and the Libby this is your now 7 man killing unit for cc.

Combimelta to soften up a target.
If you want a cc boost go for an interrogator.

They do not need a cc boost, you are footslogging you can not guarantee getting into cc action anyway.

Whereas the points can bring much needed firepower to the list.

There just standard missions, maybe a nova format. Now that I'm thinking about it belial and libby in one squad is kinda overkill. Thinking about separating the Libby to a normal squad. Also, for the same points I can make the tax squad a 10 man with melta in drop pod to drop in on objectives or for support to the termies. For this last 225-230 I want a good support unit. Any suggestions

I personally think that the chainfists should be dropped. Your footslogging and very slow, no need for each squad to equip a chainfist when any smart player is not going to let you get close enough to assault anyways. Perhaps one squad to deal with heavy armor. Most armor in 40k is 10 on the back anyways so you can deal with anything outside of Land Raiders and Monoliths with Thunder Hammers alone. With meltas on the speeders you have a fast mobile platform to take out that big armor if needed.

I think the tac squad is points that could be better spent elsewhere, I say drop it down to a simple 5 man grot squad to come in and capture an objective in your territory late game or drop it all together. Dropping the chain fists and the tac squad gives you another termie squad with a CML, 2 missile shots is better than 1 LC shot imho.

I don't personally like the Dark Angels libby, codex Marines have much better powers. If you want a combat boost I say pick up an interrogator at least he gives you re-rolls in combat and brings 3 wounds to the table with a 4+ invul.

If possible squeeze in a LC/ML dread, this will give you some long range fire support. With all those termies walking around the board the enemy will likely be focused on trying to thin them out because if they do hit their lines they know it is game over. I personally like running my dreads with MM in a drop pod. This however won't fit in the list so yea.

Again I am by no means a know it all tactician just giving suggestions on how I would run the list.
