Mindstrike Missiles shoot at Warlocks in a jetbike seer council.
1 Warlock takes a perils of the warp.
Unit has fortune.
How does it wok? If you pass the first roll it makes sense. If you fail the first roll, what happens?
Pass Invul Save.
Must Roll Again due to Perils. If this is failed you get fortune?
Fail Invul Save.
Re-Roll due to Fortune.
Roll Again due to Perils.
Roll that, and then roll it again?

You NEVER re-roll a re-roll.
It's simple.
Roll perils save. If you fail, fortune kicks in and you get a re-roll. If you pass the re-roll, all is good. No harm no fouls.
If you pass, Perils rules make you re-roll it. If you pass it again, no harm - no foul. If you fail on the re-roll, you die (as you cannot re-roll the re-roll and using fortune to grant that re-roll breaks this rule).

So I can only re-roll with fortune one time per model?

Its actually better to fail to first save with fortune on you in my opinion.

A: Whilst you should technically roll all the dice and
then re-roll them, just roll the saves once and apply the
results to save time.

the rule book faq solves this one if there are rerolls for failing a roll and passing a roll then there are no rerolls.
