That implies a lot of interest of such chaos "god" in the material realm, which may be lower than you think.
Plus, there is no such thing as infinite power. Not even for the creatures of the warp. Otherwise one of the four would have beaten the other 3...
The issue of Lucius is, tech can kill him without his "saving throw". Pretty much fits chaos as what you get isn't always good for you.

Slaanesh would just revive him normally in such a case, due in part to the fact that the others do the same for their respective champion
Kharn's died quite a few times, but because he's an awesome guy Khorne keeps reviving him straight up

There was at one time when Tzeentch was so powerful that Nurgle and Khorne teamed up to fight him because the imbalance of power was so great thanks to Tzeentch's almighty magic imbued staff. (this was before Slaanesh's birth)

There's a BL short story about exactely this. IIRC it's called Ferag Lion-Wolf or he's the main character. Anyway, Ferag is a Tzeench sorcerer with a lot of power, and then he gets zapped into the body of a mutant on his old homeworld, and then gets killed.

Slaanesh does a face palm. If Lucius gets killed by dangerous terrain, such as, oh I don't know, tripping on a rock and falling into a lava fissure, then Slaanesh will bang his/her/it's head against a wall while every god and goddess in the warp (including Isha, Cegorach, and the Emperor) laughs at Slaanesh' expense.

I should have left him there. He had served his purpose. He owed me nothing - yet he gave himself to me willingly. Why? I know not. He is nothing more than a pathetic human. An inferior race. A mon-keigh. But still I broke off my wings so that I might carry him easier. I took him from that place, into the snowstorm where our tracks will not be found. He is heavy. And he is dying. And he is slowing me down. But I will save him. Why? I know not. He is still warm. I can feel his blood ebbing across me. For every beat of his heart, another, slight spill of heat. The heat blows away on the winter wind. His blood is still warm. But fading. And I have spilled scarlet myself. The snow laps greedily at our footsteps and our lifeblood, covering them without a trace as we fade away.
'She sat on the corner, gulping the soup down, uncaring of the heat of it. They had grown more watery as of late she noted, but she wasn't about to beggar food from the Imperials or the "Bearers of the Word." Tau, despite their faults at least didn't have a kill policy for her race.' |

No. The entry for Lucius clearly states that if Lucius is killed, and the killed has no emotion over it, Lucius will cease to come back. A Necron Warrior or Scarab or Wraith has no emotion, and thus cannot be brought back.

its the reason the blue scribes were created.
I can see with this that when the next csm codex come out they are gonna have to do something about lucius's back story because saying that his opponent needs to feel victorious in some way (even feeling happy they donethe deed) and then people start pointing out other things that could kill him off (necrons, building collapsing, falling off a cliff, tripping on a rock, a tortoise landing in his head) makes him well........dead
