Is it possible to legally create a space marine chapter and utilize the rules in the space wolves codex? SW specific things would be renamed and such, but would function the same.

People do it all the time. Just be sure to clearly represent wolf-wargear.

You can't do it, the GW gestapo will hunt you down and forcefully repaint your minis blue-grey.

Of course you can paint them however you want, just be sure that everything is properly represented (if not by wolfy wargear, then at least by something that looks like it could have the same effect) and take care to explain everything to your opponents.

Make sure the important units that are crucial to space wolves are obvious and appropriately modelled. E.g. if you're gonna use Njal but as a libby, makes sure he's suitably badass. And your mark of the wulfen models should be obvious at first glance

Fists of Dorn: 1500pts
Wood Elves, Awakened of Spring: 3425pts

And for things like thunder wolves you should use suitable models too, don't throw a carnifex out there and say counts as thunder wolf.

Space 'Nid chapter:

Hive mind priest w/ Jaws of the world mawloc

Thunder carnifex Calvary

Packs of fenris hormagaunts.

This could get interesting.

Nothing as strange as that. However i would like to use some lizardmen mounts to represent thuderwolf equivalents. Also I have enough bitz to represent extra wargear on models. It would be entirely similar, just a different aesthetic.

Yeah, marines riding lizards is sweet. I am currently finishing up some of these bad boys and really happy with the way they look. Have fun

Cold Ones would be too small, it'd have to be Stegadons or Carnosaurs.

Perhaps just a little undersized for the rider, but not so much that it looks bad. I was kinda close to going all out and getting 5 carnosaurs but couldn't quite justify it, in the end I was glad that I just got cold ones. I can post pics when I get home to show how they look

Well not that they're too small for the Marines (I've seen them before, they do look cool), but they're too small for Thunderwolf Cavalry. Although, to be fair, while a ton of Space Marines riding Carnosaurs would be awesome it's way too expensive to be practical.

Actually Cold Ones would be about the right size for TWC replacement.

Just use the bases the normal TWC use, slap some PA on the Cold Ones, and you are gold.

I'm imagining the Lone Lictor to have a cowboy hat, a sweet vest and dual pistols in his holsters.

Yes-also I would probably say that if your chapter has a theme and the wolf gear is changed to fit that theme, then it should be fine.

However, unless I see a carnifex rider as a TWC no custom TWC at my table from now on :p

Also, Spess Vikings eat a lot-nids eat a lot-seems like that could work

I think the best use of a carnifex is the looted carnifex. If I can find the pic, I'll post.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
