So, as per the GK codex, psychic communion can stack with other uses of psychic communion. Now Draigo, being mastery level 2, should be allowed to cast this power twice (as it is not a Psychic Shooting Attack) with the two separate casts stacking for a combined +2 or -2 on reserve rolls (assuming both casts are successful).

In the man rulebook faq lies the answer;

Q: Can a pysker attempt to cast the same psychic
power more than once in a turn? (p50)
A: No, unless the psychic power itself specifically allows
it.

Since Psychic Communion does not allow itself to be cast twice by the same model, it means you have to bring another brother-captain or grand master.
